manufacturing, janitorial services, construction, health and elder care, and

If you oppose human trafficking and don't want your children or loved ones
trafficked for sex or labor, don't entrust their care to out-of-home
placements and be careful not to let traffickers provide in-home care or
services.
Institutional abuse has existed as long as
there have been institutions. And, people have been organizing against
institutional abuse for millenia.
In the 6th century BCE, Cyrus the Great, King of
Medes, issued the Charter of Freedom of Mankind. It is
widely considered the first charter of human rights. Democracy
and representative (Republic) government began flourishing in Greece and
Rome establishing a system of laws and a participatory system of government
in the 6th and 5th centuries BCE. The notions of human rights,
equality, and justice have been important ideals and factors in all major
developments around the world. Unfortunately, along with progressive
ideals have travelled oppression, slavery, injustice, and other forms of
institutional abuse.
Taking a closer look at US history, we find
brutal "business" practices and policies that include debt peonage, slavery,
and other forms of abuse and exploitation. In early US history, it
paid very well to be in the slave and labor trade.
"Forms of child labor, including indentured
servitude and child slavery, have existed throughout American history. As
industrialization moved workers from farms and home workshops into urban
areas and factory work, children were often preferred, because factory
owners viewed them as more manageable, cheaper, and less likely to strike.
Growing opposition to child labor in the North caused many factories to move
to the South. By 1900, states varied considerably in whether they had child
labor standards and in their content and degree of enforcement. By then,
American children worked in large numbers in mines, glass factories,
textiles, agriculture, canneries, home industries, and as newsboys,
messengers, bootblacks, and peddlers." Source:

HEAL considers slavery and indentured
servitude to be forms of institutional abuse and therefore such is covered
in the above discussion. In addition, we can look at the abuses at
"orphanages" or the "boarding schools" of the 17th century. "Valentina
Tikoff’s essay provides a history of the orphanages in Seville from the late
1600s to the early 1800s. Through institutional policies and family
strategies, many children who still had one or even two living parents ended
up in the care of “orphanages.” What we might think of as orphanages would
more properly be called the foundling home in eighteenth-century Seville.
This was simply the place where abandoned babies passed through before
ending up in the care of a wet nurse, if they even survived that long. In
contrast, the “orphanages” were more like boarding schools, where children
might, for example, be trained as sailors. Widowed parents pressed the
authorities to admit their children to these institutions, which in fact
became quite socially selective." Source:

What we have here in the 21st century, is a
system that has changed its names and claims while continuing to operate as
17th century child labor and abuse institutions. It is important for
advocates and activists to understand the long history of institutional
abuse in the United States in its many forms and the efforts over time to
improve conditions for children in the US and around the world. What we are
seeing in the 21st century is not only resistance to continuing progress,
but, intentional opposition to progress with intent to return to and/or
continue exploiting families and traffick in children. This issue is
understood from a variety of perspectives by a wide variety of people and
organizations. Those who wish to engage in the movement for progress
including teen liberty, must understand what progress has been made overtime
and what we can do to protect and reinforce existing policies and laws as
well as enhance policies and laws to better protect children and families

you can press criminal kidnapping charges against everyone who
participated in your unlawful imprisonment, including the program(s)
and your parents. There is no statute of limitations on federal
kidnapping involving a minor under age 16 when taken across state

restraints. Requiring schools to notify parents on the same day that
the technique is used. Requiring school personnel imposing physical
restraint to be trained and certified by a state-approved crisis

student asked a teacher to stop a schoolyard dodgeball game called
"Smear the Queer;" the teacher responded by declaring the student be
the "queer" for the day, upon which other students launched balls at
him, reminiscent of a stoning. But we have a chance to fix this
loophole in the law and make sure our schools provide a safe
learning environment for all kids. Tell

Tell Senators Students Deserve Positive
Learning Environments!--Imagine this... Your cousin wants to drop
out of school because she doesn't feel safe walking down the hallway
or riding the bus, where kids constantly yell names like "slut" and
"whore" and throw objects at her head. Your daughter gets sent to an
alternative school for "drug use" after taking Motrin to relieve
menstrual cramps. Your sister is told to decide between getting
paddled or suspended because her prom dress was too short.
Unfortunately, some people don't have to imagine these situations
because they have lived through them. As we mark the 39th year of
Title IX, the federal law that bans sex discrimination in federally
funded education programs, it's important not to forget the many
challenges that remain. Right now, the Senate is working on major
school reform legislation and we expect to see a bill introduced
this summer.
Tell your Senators that this bill must
include measures to improve school climate. Many girls,
particularly girls of color, are affected by disproportionate
punishments for minor infractions at school. Addressing unfair and
excessive discipline is only one side of creating a positive and
safe learning environment. It also is important for schools to
prevent and respond to bullying and harassment. For students,
dangerous practices such as bullying, harassment and excessive
discipline policies can result in the decline in academic
performance, skipping school and ultimately dropping out. We can't
begin to improve graduation rates or close achievement gaps if

Tell America's Governors to Invest in

Minors!--A shocking video released last week shows four Houston
police officers mercilessly beating a 15-year old burglary suspect
while at least eight other officers looked on. Some kicked him
repeatedly in the head and legs, others punched his torso — all
while young Chad Holley was lying face down with his hands behind
his head in surrender. The officers who beat Holley have only been
charged with misdemeanors, and many of the officers on the scene
that day are still working as police officers in Houston. It’s time
to demand real accountability for the Houston Police Department —

Holley, but it can’t stop there. What happened to Chad Holley isn’t

programs in Indiana have spoken out against abuse in both
private and government-run institutions. Hephzibah House

North Carolina is not willing to protect American families from

Yemeni girl who died of internal bleeding from intercourse just days
after being forced to marry a 23-year-old man. This child was just

Programs: On Thursday, July 19th, 2007, the Montel Show enrolled a
child (escorts and all) in Red Rock Canyon School. The episode was
sensationally called "Ticking Time Bombs: People On The Edge". Red
Rock Canyon School in St. George, UT is an abusive behavior
modification program. “A $6 million wrongful-death lawsuit, (was)
filed in U.S. District Court by parents of the teenage girl,
Katherine Lank, who fell into a deep crevice while hiking. It was
filed against the Red Rock Canyon School, St. George, Utah, on May
28, 2002. The suit, accuses the school of negligence and breach of
contract, asks for $5 million in compensatory damages, and $1
million in punitive damages and attorney fees. The Lanks have also
