History & Inspiration

"Trafficking can occur in many licit and illicit industries or markets, including in brothels, massage parlors, street prostitution, hotel services, hospitality, agriculture, manufacturing, janitorial services, construction, health and elder care, and domestic service." Institutional abuse has existed as long as there have been institutions.  And, people have been organizing against institutional abuse for millenia.  In the 6th century BCE, Cyrus the Great, King of Medes, issued the Charter of Freedom of Mankind.  It is widely considered the first charter of human rights.   Democracy and representative (Republic) government began flourishing in Greece and Rome establishing a system of laws and a participatory system of government in the 6th and 5th centuries BCE.  The notions of human rights, equality, and justice have been important ideals and factors in all major developments around the world.  Unfortunately, along with progressive ideals have travelled oppression, slavery, injustice, and other forms of institutional abuse. 

 

The earliest records of slavery date back to 6800 BCE (approximately 8815 years ago) during a time when ownership claims on land resulted in war, oppression, and exploitation.  The problems born of this ancient crime of social inequity effect our lives to this day. 

 

Taking a closer look at US history, we find brutal "business" practices and policies that include debt peonage, slavery, and other forms of abuse and exploitation.  In early US history, it paid very well to be in the slave and labor trade.

 

In the 17th century, "Virginia and Maryland operated under what was known as the "headright system." The leaders of each colony knew that labor was essential for economic survival, so they provided incentives for planters to import workers. For each laborer brought across the Atlantic, the master was rewarded with 50 acres of land. This system was used by wealthy plantation aristocrats to increase their land holdings dramatically. In addition, of course, they received the services of the workers for the duration of the indenture."  

 

 

"Forms of child labor, including indentured servitude and child slavery, have existed throughout American history. As industrialization moved workers from farms and home workshops into urban areas and factory work, children were often preferred, because factory owners viewed them as more manageable, cheaper, and less likely to strike. Growing opposition to child labor in the North caused many factories to move to the South. By 1900, states varied considerably in whether they had child labor standards and in their content and degree of enforcement. HEAL considers slavery and indentured servitude to be forms of institutional abuse and therefore such is covered in the above discussion.  In addition, we can look at the abuses at "orphanages" or the "boarding schools" of the 17th century.  "Valentina Tikoff’s essay provides a history of the orphanages in Seville from the late 1600s to the early 1800s. Through institutional policies and family strategies, many children who still had one or even two living parents ended up in the care of “orphanages.” What we might think of as orphanages would more properly be called the foundling home in eighteenth-century Seville. This was simply the place where abandoned babies passed through before ending up in the care of a wet nurse, if they even survived that long. In contrast, the “orphanages” were more like boarding schools, where children might, for example, be trained as sailors. "In the United States, an early means of caring for orphans was by indenture. The first American child was indentured in 1636, in Massachusetts. Indenture was often free labor rather than protection. Later, children were placed in almshouses with their parents, and the feeling was that they would set children on a road to life, "free from permanent ignorance, pauperism, and vice." By the mid 1800s they were recognized as just the opposite. What we have here in the 21st century, is a system that has changed its names and claims while continuing to operate as 17th century child labor and abuse institutions.  It is important for advocates and activists to understand the long history of institutional abuse in the United States in its many forms and the efforts over time to improve conditions for children in the US and around the world.  What we are seeing in the 21st century is not only resistance to continuing progress, but, intentional opposition to progress with intent to return to and/or continue exploiting families and traffick in children.  This issue is understood from a variety of perspectives by a wide variety of people and organizations.  Those who wish to engage in the movement for progress including teen liberty, must understand what progress has been made overtime and what we can do to protect and reinforce existing policies and laws as well as enhance policies and laws to better protect children and families from exploitation and abuse.   Need more evidence of this?  Please see www.heal-online.org/teennews.htm and watch the videos available through www.healreport.tv

How many cases of child sex-trafficking are there in the US each year?

How many cases of child labor trafficking in the US each year?
No definitive number provided.  But, it is happening through the entire US.

Do residential programs and schools exploit child labor?
Yes, now and spanning hundreds of years.

Are there programs operating today that follow the methods of 19th century youth programs?

Yes, including some public schools.

Should a parent ever send their child to live with strangers that hold the child incommunicado and have a history of fraud and abuse?

NO!

Was the "troubled teen" industry originally a cult called Synanon that became the basis for a government program called "The Seed" whose practices were banned for violating human rights?

Yes!  But, the human rights abuses that were banned continue at these programs due to non-existent and/or poor regulation and lax enforcement of existing regulations.


  

Synanon is the program from which The Seed, Straight, Inc., CEDU (stands for Chuck E. Dederich (sometimes spelled "Diederich") University--Cult!  Aspen Education Group has continued with the CEDU model) and many other abusive "treatment" programs/cults sprung.

TEENS LEARN YOUR RIGHTS & PROTECT YOURSELVES!

HEAL's Teen Liberty Campaign is our primary campaign.  We are working on a number of projects.  We provide information so parents can be informed and protect their children from the unregulated, corrupt, abusive, and fraudulent "troubled teen" industry.  We work with survivors to share their stories and help heal from the trauma of illegal institutionalization.  We help survivors and families find legal help and understand their rights.  We are also working on an ad campaign to help educate the public at large on this issue to create a public outcry to regulate this industry and/or shut it down!  You can help us reach more people on this issue by volunteering or donating today.

ACTION ALERT: Share Widely: If you were privately placed in any segregated congregate care facility or program against your will, without a court order and not as a ward of the state, legally you were falsely imprisoned/kidnapped which are crimes. If you were taken across state lines for such an enrollment and meet the criteria of being privately placed involuntarily, without a court order and not as a ward of the state, you can press criminal kidnapping charges against everyone who participated in your unlawful imprisonment, including the program(s) and your parents. There is no statute of limitations on federal kidnapping involving a minor under age 16 when taken across state lines involving commerce (such as service providers regardless of type of provider). Report your case here: https://tips.fbi.gov/ And, if your program changed ownership, see if enough people from when you were there are still in charge to make any charges stick. Be ready to prosecute and follow through.  (If a ward of the state, but, not adjudicated you may be able to file criminal charges against the placement agency responsible for your care and placement.  Check with the FBI to see, but, only if you were placed outside of your home state.)

ACTION ALERT: Sign Petition: Promote legislation to prevent public schools from starting before 8 a.m.: Considerable research confirms the relationship between school start times, sleep deprivation, and student performance, truancy, and absenteeism, as well as depression, mood swings, impulse control, tobacco and alcohol use, impaired cognitive function and decision-making, obesity, stimulant abuse, automobile accidents, and suicide. Banning any restraints that interfere with breathing and mechanical and chemical restraints. Requiring schools to notify parents on the same day that the technique is used. Requiring school personnel imposing physical restraint to be trained and certified by a state-approved crisis intervention training program. Tell Senators Students Deserve Positive Learning Environments!--Imagine this... Your cousin wants to drop out of school because she doesn't feel safe walking down the hallway or riding the bus, where kids constantly yell names like "slut" and "whore" and throw objects at her head. Your daughter gets sent to an alternative school for "drug use" after taking Motrin to relieve menstrual cramps. Your sister is told to decide between getting paddled or suspended because her prom dress was too short. Unfortunately, some people don't have to imagine these situations because they have lived through them. As we mark the 39th year of Title IX, the federal law that bans sex discrimination in federally funded education programs, it's important not to forget the many challenges that remain. Right now, the Senate is working on major school reform legislation and we expect to see a bill introduced this summer. Tell your Senators that this bill must include measures to improve school climate.   Many girls, particularly girls of color, are affected by disproportionate punishments for minor infractions at school. Addressing unfair and excessive discipline is only one side of creating a positive and safe learning environment. It also is important for schools to prevent and respond to bullying and harassment. For students, dangerous practices such as bullying, harassment and excessive discipline policies can result in the decline in academic performance, skipping school and ultimately dropping out.   We can't begin to improve graduation rates or close achievement gaps if schools lack healthy and safe learning environments. At the end of the segment, Dr. Phil announced that he was sending the girl to Provo Canyon. In his words Provo Canyon "has a proven track record of helping young people." The parents, of course, were clueless, and agreed to this immediately. We need to flood the Dr. Phil show with letters, faxes and emails. Dozens of survivors of multiple programs in Indiana have spoken out against abuse in both private and government-run institutions.  Hephzibah House is still operating and Indiana has done little to nothing to shut them down.  A recent article shows rampant sexual abuse at Indiana facilities for minors.  The abuse needs to stop and if we can't provide an encouraging and respectful environment so those who fell through the cracks of our society can get a leg up and a chance at success, then, we should be humble enough to accept our limitations and respectful enough of freedom to protect the rights of the most vulnerable, our children.

Boycott Montel Williams, "Shame On You" for Sending a Child to Red Rock Canyon School and Endorsing Abusive Programs:  On Thursday, July 19th, 2007, the Montel Show enrolled a child (escorts and all) in Red Rock Canyon School.  The episode was sensationally called "Ticking Time Bombs: People On The Edge".  Red Rock Canyon School in St. George, UT is an abusive behavior modification program.  “A $6 million wrongful-death lawsuit, (was) filed in U.S. District Court by parents of the teenage girl, Katherine Lank, who fell into a deep crevice while hiking. It was filed against the Red Rock Canyon School, St. George, Utah, on May 28, 2002. The suit, accuses the school of negligence and breach of contract, asks for $5 million in compensatory damages, and $1 million in punitive damages and attorney fees. Tell Blue Cross/Blue Shield Insurance to Stop Covering Abusive Treatment Programs!--Write your local Blue Cross/Blue Shield and alert them that they have likely been repeatedly defrauded by a scam-artists masquerading as residential treatment, wilderness, and behavior modification programs.  Here is a suggested letter format:

Dear Blue Cross/Blue Shield Representative:

I am writing you today to alert you to the likelihood that you have been repeatedly defrauded by a number of "treatment" programs advertising and reporting services to you not rendered to your clients. Congress and the Government Accountability Office have been investigating the rampant abuses including fraud, torture, deceptive marketing and wrongful deaths of children in these programs.  The Surgeon General and National Institute of Health have determined that these programs are at best proven ineffective and harmful to children and their families. Boycott McDonald's and Ronald McDonald House Charities!--McDonald's, the fast-food giant, has donated over $30,000 to St. Christopher Inc., a "faith-based" residential treatment center (behavior modification program) to help "turn around "troubled teens"".  Please boycott McDonald's for putting money into abuse instead of family and community!  Tell McDonald's you are boycotting them and why!
