AMERICAN ASSOCIATION OF CHILDREN'S RESIDENTIAL CENTERS (AACRC)

 

*HEAL is not affiliated with the AACRC and provides the following as information only.

 

 

 

 

The AACRC appears to be nothing more than a research and/or political front for the behavior modification industry.  AACRC's mission statement says, "The American Association of Children's Residential Centers brings professionals together to advance the frontiers of knowledge pertaining to the spectrum of therapeutic living environments for children and adolescents with behavioral health disorders...The American Association of Children's Residential Centers believes that children and adolescents, and their families, are entitled to treatment which offers the maximum opportunity for growth and change." (source: aacrc-dc.org on 02/28/11)"  In reading the entire mission statement of this organization, it is clear that ethical and respectful treatment are not concerns of the AACRC.   The focus is clearly on how to convince people that harsh treatment is "necessary" for the "behaviorally-challenged".  And, it goes to show that the AACRC is not working on anything to legitimately put an end to institutionalized abuse.

 

The AACRC is a membership organization that provides behavior modification programs with marketing assistance.  AACRC's membership page says, "AACRC's membership consists of agency members, as well as individuals, students and fellows. Our membership includes numerous benefits, including: Residential Treatment Newsletter, Subscription to Residential Treatment for Children and Youth Journal (for agency members) Complimentary job postings on our web site, access to discounted specialized consultation services (ECSG), discounts at our Annual Meeting for all staff of AACRC Agency Members, opportunities to participate in AACRC research projects and on committees, such as the Annual Meeting program planning, public policy and research, ongoing networking opportunities, representation in local and national associations and coalitions, Public Policy and Advocacy efforts nationwide."  (Source: aacrc-dc.org/membership on 02/28/11)  On the Board of Directors for AACRC are Christopher Bellonci of The Walker School (uses "students" as involuntary psychiatric medication test subjects (you will need to purchase the Journal, but, the evidence is found on pages 123-130 (roughly)), Yellowstone Boys and Girls Ranch (at least one confirmed death at this program--on HEAL's watchlist), and NATSAP (Dustin Tibbits, formerly with New Haven RTC (confirmedly abusive and on HEAL's watchlist) and presently a board member of AACRC and director of Early Light Academy (source: http://www.linkedin.com/in/dustintibbitts ).

HEAL did not receive the requested information.  Allendale Association did send us a copy/paste letter of information from their website along with a brochure showing their sponsors.  We followed up by calling and leaving a message for Melissa Ronacek as was suggested in the letter.  We have not yet received a return call.  The letter we received invited us to call or tour the facility for additional information.  We have called and our calls have not been returned.  We are willing to tour the Waukegan facility if the invitation was sincere.  But, based on the lack of cooperation and response from Allendale, we feel Allendale is in the least suspect and warrants further investigation.

Arrowhead Ranch Illinois HEAL submitted a request for additional information regarding Arrowhead Ranch to Allendale Association on March 14th, 2011.

The Children's Village New York All of the children in the program are enrolled in public school according to the program.  This suggests a more transparent environment and that children in the program have access to the outside world if they need to report anything occurring at The Children's Village. 
Cincinnati Children's Hospital Medical Center Ohio This hospital does not appear to be effectively regulated.  It is accredited by the Joint Commission.  (See www.heal-online.org/jointcommission.pdf for important information.)  It is also accredited by CARF, which accredited confirmedly abusive and now closed Pathway Family Center.  Neither of these accreditation agencies assist HEAL in determining the quality of care at this hospital. 
Clinicare Corporation Wisconsin Clinicare does not keep it's program details and enrollment information online nor available to the public for review.  It is accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.  There are five programs that operate as Clinicare programs.  HEAL finds that this program requires additional investigation.
The Crossnore School North Carolina The Crossnore School is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.  This program does not include the program details nor enrollment information online.  We have downloaded the 6-page application.  But, HEAL finds this program requires further investigation.

DAMAR Services, Inc. Indiana DAMAR claims a 96% success rate which is absurd on its face.  This supposed 501(c)3 claims over $30,000,000 in revenue for 2008 and 2009.  DAMAR does operate a residential program and there is no information regarding licensure or accreditation on their website.  DAMAR's website does claim that their finances are unaudited.  The amount of money around this agency and the lack of oversight raise serious concerns regarding their practices and motives.  HEAL finds this program requires further investigation.

Kemmerer Village Illinois It is accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.  HEAL finds that this program requires additional research and investigation.
Kolburne School Massachusetts This program is under contact with the MA Department of Mental Health and therefore there is a conflict of interest when it comes to effective regulation.  If the Dep't of Mental Health finds that one of their contractors is abusive, it will reflect poorly on their department.  And, many states refuse to investigate reports of abuse at facilities with which they contract.  The Dep't of Mental Health in MA also contracts with Devereux Foundation and Becket Academy, both of which are confirmedly abusive.  This raises serious concerns.

Lutheran Social Services of the South Texas LSSS runs three residential treatment programs all of which contract with Child Protective Services creating a conflict of interest in regards to children who may be abused at LSSS.  This is a serious concern as many government agencies refuse to investigate allegations of abuse against their contracts due to this "conflict of interest".  Unless they put children first, this problem will not be resolved.
Lutherbrook Child and Adolescent Center Illinois Lutherbrook Child and Adolescent Center is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.
Maryville Academy Illinois  Maryville Academy is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.  This program is accredited by the Joint Commission which has been in repeat trouble for failing to ensure patient safety standards and safeguarding patient's rights.
Masonic Homes of CA and Covina California  
Murphy-Harpst Children's Center Georgia This program is accredited by the Joint Commission which has been in repeat trouble for failing to ensure patient safety standards and safeguarding patient's rights.  HEAL requested additional information from Murphy Harpst Children's Center on June 13th, 2011.  We have not received a reply as of yet.  The request was made via Murphy Harpst's online contact form and cannot be reproduced by HEAL.

NFI North, Inc. New Hampshire This program is accredited by the Joint Commission which has been in repeat trouble for failing to ensure patient safety standards and safeguarding patient's rights.
Northeast Parent and Child Society New York Northeast Parent and Child Society is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.  In our preliminary review of Northeast, we found no red flags.  The children in their group homes are enrolled in public school which allows ample opportunity for reporting or alerting others if there were a safety issue in the group homes.  And, no child can be placed in one of the group homes by their parents.  It is done through the courts, probation offices, or social services through the foster care system.  This does not mean it is safe or unsafe.  HEAL has only done a preliminary review and we cannot endorse nor condemn this program at this time.
Parsons Child and Family Center New York Parsons Child and Family Center is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.  HEAL e-mailed Parsons Child and Family Center requesting the complete list of programs for adolescents to which they refer their clients on June 13th, 2011.  We have not yet received a response.
Plummer Home for Boys Massachusetts The children in their group homes are enrolled in public school which allows ample opportunity for reporting or alerting others if there were a safety issue in the group home.  And, it appears no child can be placed in the group home by their parents.  It is done the foster care system.  This does not mean it is safe or unsafe.  HEAL has only done a preliminary review and we cannot endorse nor condemn this program at this time.
Pomegranate Health Systems Ohio This program is accredited by the Joint Commission which has been in repeat trouble for failing to ensure patient safety standards and safeguarding patient's rights.   PHS has also been criticized publicly for threatening children with chemical restraints and using chemical restraints on children in their programs.  If you have a problem with this link, click here.
Potomac Ridge Behavioral Health of Anne Arundel Maryland  
Prairie Learning Center North Dakota There are multiple issues and red flags regarding Prairie Learning Center.  It is admittedly a behavior modification program.  It admittedly uses a level system and denies unmonitored/uncensored contact at lower "levels" of the program.  The only education available is test preparation and the GED exam itself.  And, many of the pages of the website, at least on June 13th, 2011, were unreadable and nonsensical.  Here is a direct quote: "Lorem ipsum dolor sit amet, consectetuer adipiscing elit. Quisque ornare ipsum at erat. Quisque elementum tempus urna. Donec ornare fringilla erat. Phasellus gravida lectus vel dui. Fusce eget justo at odio posuere dignissim." (06-13-11, 8:05pm (Pacific))  Beyond this, there is no mention of accreditation, licensing or professional affiliation or qualification of any kind.  HEAL will be investigating Prairie Learning Center.  However, we would advise against it based on the preliminary findings cited above.  Please see www.heal-online.org/warn.htm for a list of warning signs and questions you should ask any program you consider for your family.

Project Patch Washington HEAL would never entrust a child to Project Patch or any of the programs or referral services they recommend. (http://projectpatch.org/369997.ihtml)  This includes CEDU, StrugglingTeens.org, SUWS/Aspen Education Group, and the rest referenced on the Project Patch website.  In addition, Project Patch includes no information regarding their accreditation and licensing, if it exists.  And, it is a "faith-based" program and therefore not subjected to even mild regulation.  These are all serious concerns and given the other associations, we would advise against placing a child with Project Patch.
Rebekah Children's Services California Rebekah Children's Services is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.
Ryther Child Care Washington Ryther Child Care is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.  HEAL has downloaded a the forms available through Ryther's website and will be reviewing them shortly.
San Diego Center for Children California HEAL has serious concerns about this facility.  It appears the vice principal of the center has been arrested and charged with multiple counts of child molestation.  For more information, click here.

HEAL submitted a request for additional information regarding San Diego Center for Children's Residential Treatment programs. 

In our message to San Diego Center for Children, we requested the following:

HEAL has not received a response from San Diego Center for Children.  

SCAR/Jasper Mountain Oregon SCAR/Jasper Mountain is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.  HEAL has downloaded the enrollment agreement, waivers/releases, and program descriptions for this program and is in the process of reviewing that information.
Secret Harbor Washington HEAL telephoned Secret Harbor on June 15th, 2011.  At one point, it was listed as a school.  But, after speaking with a representative of Secret Harbor we learned it had not been a school for years.  The representative of Secret Harbor said it was a small foster care group home at this time.  There is no website for the group home and we have not done any additional research on this home at this time.
Sheppard Pratt Health System, Inc. Maryland This program uses Electroconvulsive Therapy (a/k/a Electro-Shock Therapy, ECT).  This is a serious concern and has inspired HEAL to further investigate this program. 
Sonia Shankman Orthogenic School at the University of Chicago Illinois Sonia Shankman Orthogenic School is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.  HEAL has downloaded the intake packet and checklist for the residential program and is in the process of reviewing that information.

St. Anne Institute New York HEAL has received an initial complaint from a parent regarding St. Anne Institute alleging abuse at this facility.  We have not received any additional information regarding the allegations at this time.
St. Joseph's Villa of Rochester New York This program is accredited by the Joint Commission which has been in repeat trouble for failing to ensure patient safety standards and safeguarding patient's rights.
St. Vincent's Services New York St. Vincent Family Services is also accredited/recognized by COA, which accredited confirmedly abusive and now closed Pathway Family Center.

UTA Halee Girls Village and Cooper Village Nebraska This program is accredited by the Joint Commission which has been in repeat trouble for failing to ensure patient safety standards and safeguarding patient's rights.  This program was also included in the named programs involved in the Franklin Cover-Up scandal reported by former Nebraska Senator John W. DeCamp

Willow Springs RTC Nevada This program is accredited by the Joint Commission which has been in repeat trouble for failing to ensure patient safety standards and safeguarding patient's rights.  Willow Springs is a UHS, Inc. program.  UHS, Inc. owns Provo Canyon School, Boulder Creek Academy, and a number of abusive and deadly programs.  HEAL will be adding this program to our watchlists shortly.  HEAL was unable to verify that this program is licensed as a Psychiatric Hospital as is claimed on their website.  We checked with the Nevada Division of Mental Health and Developmental Services and the Business Licensing offices.  We will continue to investigate Willow Springs.
Woodbourne Center, Inc. Maryland This program is accredited by the Joint Commission which has been in repeat trouble for failing to ensure patient safety standards and safeguarding patient's rights.

Youth Opportunity Center Indiana Youth Opportunity Center is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.  YOC claims to be a behavior modification program.  To learn more about behavior modification, see www.heal-online.org/ebook.pdf.   HEAL contacted the YOC through their online contact form at http://www.yocinc.org/forms/contact/ on June 15th, 2011 requesting additional information.

Alliance for Children and Families   Alliance for Children and Families is also accredited by COA, which accredited confirmedly abusive and now closed Pathway Family Center.
National Building Bridges Initiative   Partners include Walker School, Uta Halee (Franklin Cover Up--see above), Victor Treatment Centers (confirmedly abusive--see above), Pressley Ridge (see above), New Haven RTC (on HEAL's watchlist), and more. This does not inspire faith that these people are actually committed to stopping fraud and abuse.  It appears to be an elaborate move to silence victims and usurp the victim's rights movement against institutionalized abuse.

SAMSHA   SAMSHA includes confirmedly abusive and fraudulent programs in their referrals.  This includes funding ministries like Teen Challenge which provide no legitimate mental health treatment and are not licensed to provide mental health or medical treatment.  This agency needs some regulating or to be disbanded entirely as ineffective and useless.

Youth MOVE National   Youth MOVE is similar to CAFETY in claiming to work with the industry to improve the industry.  However, such a position fails to take into account that this industry is corrupt, fraudulent, often criminal, and known for deceptive practices and advertising.  We need legitimate regulation and parent/family resources so that parents have the knowledge and support to deal with their families at home.  And, children/teens need for their rights to be respected and for the laws protecting them to be fully enforced.  Organizations such as CAFETY and Youth MOVE distract from an effective agenda and may deter progress in closing abusive programs.
