Woman in Citra facility arrested on charges of human trafficking By Austin L. Miller Tuesday Posted May 21, 2019 at 2:21 PM Updated May 21, 2019 at 4:28 PM Share The incidents were alleged to have occurred in 2015 in Tampa and involved an 8-year-old girl. A 40-year-old woman at a treatment center in Marion County has been taken into custody on a warrant from another county for two counts of human trafficking. Mekisha Lashaun Russ is being held at the Marion County Jail with no bond. At some point, she will be transferred to Tampa to face the new charges. She also faces three violation of probation charges in unrelated cases. The Tampa Police Department investigated the human trafficking case. Officials said that in the summer of 2015, Russ was homeless and spent her afternoons at Takomah Trail Park in Tampa. At the park, she asked an 8-year-old girl to provide sexual gratification to a male. Russ took the girl down a trail, where they met a man who removed his pants. The girl performed a sexual act on the man. Authorities said Russ was given $300 and the girl was given $2. The girl told witnesses about what she did, but Russ told her to “shut up,” according to the incident report. Russ used the cash to get a hotel room, police officials said. There, Russ asked the girl if she would again perform the activity on the male. Authorities were told the girl complied, as Russ stood by. Russ again was given $300, the report states. Tampa authorities said the case was reported in 2018. Russ denied the allegations. The case was sent to the State Attorney’s Office and a warrant was issued for her arrest. It was not immediately clear how Russ came to be at the Phoenix House, an adult residential drug and alcohol addiction treatment center in Citra, which is where she was arrested on Friday.
